Short of the Basic Income and Universal Health Care (as a Single Payer System), the single most helpful institution for allowing all members of society to contribute to their unique and fulles capacity may be the Public Library system.

I'm pretty sure that the IEEE 'Forum' has been online all this millennium. 'Science' and 'Nature' and a bunch of others, also. Still available in print also, of course, but they're the same articles either way.
But your point about the librarians was why I was bringing it up. They not only find what you're looking for, they teach you to find what you're looking for. I don't think it's possible to be a decent librarian without also being a damn good teacher.
Indecent librarians being another thing entirely, of course.

I strongly agree with making sure Everybody has as much access to as much information as they can use; I think there is an argument to be made in favor of libraries as separate and distinct from available on-line information.
